In what way does having fragmentary energy resources affect the energy expenses of the households within its domain?

With the help of distributed energy resources, your home produces all the power it requires, and the rest is sourced from the grid. Additionally, due to a presently distributed infrastructure, energy firms cannot impose charges on residents for energy consumption, potentially resulting in no bills at all.

Only issue I can think of is the cost to build up these decentralised systems. Who would pay for the solar panels, batteries, wind turbines, etc? How would these systems even form?

If a government which had policies dedicated to building these decentralised power grids were to come into power, would they help home owners pay for all these things? Where would they get the money from to do that?
