What is access latency and why is it a limiting factor of HDDs? Anyone?

Access latency refers to the time taken for the desired portion of data on the rotating platter of an HDD, to be repositioned to the read head. Since this is a physical action, it takes time and future reading processes of this type will take a lot longer, particularly in the case of smaller, random read requests. With SSD’s, since the storage area is accessed digitally, access time has dropped drastically.
